JOB PROFILE

  • I was an officer of the Indian Revenue Service for 37 years, having occupied positions in the Income-tax department from Assistant Commissioner of Income-Tax up to Chief Commissioner of Income-Tax. During my tenure, my work included:

    Dealing with Assessment, Audit, Investigation, Appeals, and supervision and administration of the work of subordinate officers. Besides the Income-Tax Act, I have knowledge of a number of Allied Acts like the Transfer of Property Act, Sale of Goods Act, Companies Act, Partnership Act, Indian Evidence Act and so forth.

    Handling a team ranging from 10-500 officers and employees

    Supervising and administering the organisation to achieve targets and have received “outstanding” review for last seven consecutive years.

    In addition to the above, I have argued more than 300 cases for the department before the Income-Tax Appellate Tribunal and the Income-Tax Settlement Commission.

    Heading the division dealing with computerisation in the Income-Tax Department dealing with the filing and processing, electronically, of 25 million Income-Tax Returns, and issue of refunds, also electronically. This division is also engaged in risk assessment analysis and identifying non-filers and detecting tax evasion, for optimising tax collection through non-intrusive means.

  • At present I am appearing before the Delhi High Court as Senior Standing Counsel for the Income- Tax Department. I have argued more than 200 cases before the High Court in that capacity.
  • I am advising M/s H& R Block India, the India branch of a USA based company with the biggest Tax client-base in the world on preparation and filing of e-returns in India.
  • As Part-time Consultant with CUTS International I have offered my inputs on.

    Research Paper on “Looming Threat to Livestock Sector and its Impact on India’s Agricultural Production.

    Critique of the Draft IPR Policy of Government of India, submitted by CUTS International to DIPP, GOI.

  • I have helped in drafting a bill for the Government of Rajasthan for the creation of “Rajasthan State Bus-Terminal Authority” and am presently drafting the Regulations for the Authority.
  • I have appeared before the Income-Tax Settlement Commission, and before the Income-Tax Appellate Tribunal in tax matters.

  • 7 research papers on Income-tax issues published in reputed Journals like the ITR (Income-Tax reports), CTR (Current Tax Reporter) and others.
  • Guide to 2 Officers of the Indian Revenue Service in their Post-Graduate Degree dissertation submitted to NALSAR Law University, Hyderabad.
  • Contributed chapter on ‘Marble Industry’ in the publication ‘Techniques of Investigation for Assessment’ published by the Income-tax Department of India.
  • Contributions published in 3 annual publications of best practices of Income-Tax Department called ‘Let Us Share’. Appreciation letters received from Central Board of Direct Taxes for these contributions.
  • Responsible for highest increase in tax collection in India in 2011-2012.

  • 2015 onwards: Senior Standing Counsel- Delhi High Court.

    Provided consultancy in Taxation matters & have appeared before the High Court, Income-Tax Appellate Tribunal and Income-Tax Settlement Commission.

  • I have extensive qualifications and experience in legal matters not only in Direct Tax but also in International Trade Law, IPR Law, Companies Act matters – which would be relevant knowledge in the establishment and working of a SPV.

  • The above qualifications are in addition to 37 years ofadministrative and managerial experience as an officer of the Indian Revenue Service.
  • I have more than 30 years’ experience in the field of sports, first as a player, then as an organiser and finally as a Commentator. I have been President of Jai Club, Jaipur for more than 12 years and have contributed towards developing and preserving open spaces of Jaipur and promoting sports.
  • I have worked in more than six cities in India and have a knowledge of the heritage, art and culture , transport facilities etc. of those cities
